

Talks held by the African Development Bank Group in Congo from 24-28 February 2025 marked a significant advancement in strengthening the strategic partnership between the Bank and the Central African country. Led by Solomane Koné, Acting Director General for Central Africa, the discussions aimed to accelerate national development priorities.
A major highlight was the signing of two grant agreements totaling $1.5 million to address Congo's energy challenges. This includes a $585,000 grant from the Middle Income Country Technical Assistance Fund for hydroelectric infrastructure feasibility studies and a $995,000 grant from the Korea-Africa Economic Cooperation Trust Fund (KOAFEC) to enhance the Pointe-Noire to Brazzaville electrical transmission line.
“These projects will help open up power pools with neighbouring countries. The African Development Bank plays an essential role in this process,” stated Congolese Minister Ludovic Ngatsé. Koné added, "This financial support illustrates the Bank’s willingness to support Congo in modernizing its energy infrastructure, which is essential for diversifying its economy."
The visit also emphasized Congo's digital advancements, particularly with the Central African Backbone fibre optic project. This data center is a pivotal step in improving regional connectivity and fostering a digital economy.
Strategic discussions with high-ranking officials, including the Prime Minister and various ministers, reinforced the commitment to structural reforms aligned with the National Development Plan 2022-2026. The Bank encouraged progress in key areas such as debt management, energy, and infrastructure.
The Bank’s representatives also explored synergies with the United Nations and regional stakeholders like the Central Africa Power Pool, emphasizing the importance of integrated energy solutions.
Looking ahead, the Bank aims to provide technical assistance to reassess Congo's GDP to leverage climate funding and support the country's interest in the Energy Compacts initiative under Mission 300. Congo also reaffirmed its readiness to host the Bank's 2026 Annual Meetings.
Prime Minister Makosso concluded, "The relationship between the African Development Bank and the Republic of the Congo is excellent. The Bank has always been at our side, providing various forms of support, both operationally and in terms of strategic advice."
